Development of indicators of performance for the area in charge of delivering income support under various programs.

• Design of key indicators for main support programs for farmers; elaboration of policy alternatives for the reshaping of support programs including the Procampo Program, the Marketing Support Program, and the Target Income Program.

• Design and implementation, in collaboration with local consultants, of schemes to allocate various tariff-rate quotas negotiated by the Government of Honduras in the framework of CAFTA-DR to domestic industries, including auctions, allocation based on historical records, and "first come first serve" mechanisms.

• Elaboration of a working paper on the design, negotiation and implementation of the North American Free Trade Agreement NAFTA in agriculture, and assesment of results on domestic production, trade and agricultural income.(published by CEPAL)

• Strategies to Promote Exports of Agricultural Products of Honduras in the framework of the Central America Free Trade Agreement with the United States of America CAFTA-DR (project funded by US Aid)

• In charge of execution of the collaboration agreements signed by the Ministry of Agriculture of Mexico with the IICA. Outstanding projects were the assessment of support policies for dry edible beans, and implementation issues of the Law of Sustainable Rural Development

In charge of the division of economic studies of ASERCA, the government agency charged with the design and operation of direct support programs for farmers and agricultural markets enhancement.

Assessment of the performance of the agricultural sector and agricultural policies. Involved in the design of the strategy to liberalize the corn/maize sector, including the elimination of price support granted by the state agency CONASUPO, and the phase out of price controls and subsidies to the tortilla sector. Involvement in the design of strategies to promote the understanding of farmers of price formation mechanisms in open economies (indifference price models and basis formation). Chief agricultural negotiator for the Free Trade Agreement between Mexico and the European Union.

Director for Agricultural Trade. Administration of tariffs and non tariff measures for agricultural products, as representative of the Ministry of Agriculture in the Inter- Ministerial Commission of Duties and Controls to Foreign Trade - CACCE. Involvement in the negotiation of the North American Free Trade Agreement NAFTA, as main assistant of the Agricultural Negotiator for Mexico.
